Document type CNA Opinion

Authors: Conseil national de l’alimentation

Summary: This opinion is the result of the deliberations of a consultation group whose work began in March 2019 following an interministerial referral from the French National Food Council (CNA). In addition to members from the CNA, this consultation group included representatives of animal rights groups, environmental protection groups, veterinary bodies and associations and the various sectors that might be affected by a labelling system for farming methods. The consultation group did not reach a consensus but their work resulted in the recommendation that a trial should be conducted based on two scenarios presented in the opinion and summarised below: a trial scenario that would limit the labelling of particular farming methods for quality segments of the market (referred to as 'scenario 1' in this opinion), and a trial scenario for information on all farming methods across all products in a category, using criteria (whether existing or new), and based on a specific scientific expertise (referred to as 'scenario 2' in this opinion). Recommendations, conditions for success and stress points are provided for each of these two scenarios. These are intended to offer guidance to the commissioning ministries for the creation of a labelling trial on farming methods.

Press release on this Opinion: The French National Food Council puts forward new recommendations on the conduct of a trial for food labelling indicating farming methods and on the prohibition of plastic wrappings for fresh fruit and vegetables.
