Summary: Animal welfare is one of the major concerns of our society today. in order to improve the living conditions of farm animals, practices must change. However, such changes require agreement between the various participants on the concepts involved.

This booklet pulls together current scientific knowledge on the feelings and consciousness of animals and traces the philosophical and legal history of attention to their welfare. This information provides a common reference point for a shared understanding of what animal welfare is about.

This publication is intended not only for agricultural students at college and university and livestock professionals, but also for anybody with an interest in this issue. It is the first in a series of three booklets on animal welfare. The next two booklets deal respectively with assessing and improving the welfare of farm animals.
