Pacte « bio-sécurité-bien-être animal » en élevage – 100 M€

Preview: Support is being provided to livestock farmers in the form of a biosafety-animal welfare pact. Objective: to enable livestock farmers to invest in strengthening protections against animal diseases and in improving farming conditions to improve animal welfare.

What actions are being taken? It will help, for example, to :

- Carry out biosecurity audits on farms in order to identify risk factors for the introduction of diseases;

- Construct barriers, on the basis of a biosecurity audit, to protect livestock on farms (including outside spaces) from contact with wildlife, the latter being  potential vectors for animal diseases that  may sometimes be transmitted to humans, or sanitary rooms with hygiene locks to prevent the introduction of pathogens;

- provide the investment needed to improve animal welfare on farms beyond the regulatory framework, including the development of outdoor livestock farms.

Who can benefit from it? Any farmer or natural or legal person who complies with the rules on the protection of animals on farms, may benefit from this help to invest in biosecurity or the improvement of farming conditions with regard to animal welfare. Training requirements may be set out in advance.

How to benefit? By applying to the regional calls for projects that include the criteria for implementation of the Pact as defined in the "National Base" published on the Bulletin Officiel Agri website on December 24, 2020. Consult the website here

Memorandum DGPE/SDC/2020-811 of 24-12-2020 sets out the eligibility conditions for investments in livestock buildings under the PACTE and includes 3 appendices:

- Appendix I: self-assessment and AW diagnostics toolkit validated by the DGAL: consult the self-assessment grids (ZIP, 5.12 Mo)

- Annex II: lists of eligible equipment and investments in AW and Biosecurity by sector

- Appendix III: self-assessments and Biosafety diagnostics toolkit validated by the DGAL: consult the self-assessment grids (ZIP, 16.08 Mo)
