The Senate's Economic Affairs Committee has endeavoured to restore balance to an imperfect text. Working constructively, it has made numerous proposals to strengthen the relationship between animals and humans, to support changes of practice in the sale and homing of animals, and to combat abandonment, zoophilia and acts of cruelty. Where measures in the draft document appeared disproportionate or counterproductive, it also revised these in order to make them more effective.
