Question: Mandatory video surveillance in slaughterhouses. Spain will soon be the first EU Member State to introduce mandatory video surveillance in slaughterhouses, the aim being to prevent any form of animal mistreatment during slaughter. Similar measures are already being taken in England, Scotland and Israel.
This provision, which is due to enter into force in one year’s time for large slaughterhouses and within two years for smaller ones, will result in improved animal health and will thus benefit consumers also.
In view of this:
1. Can the Commission say whether it intends to extend video surveillance to all EU slaughterhouses?
2. Will these installations be eligible for EU funding?
If the measure is introduced, will it apply to all slaughterhouses, with no exceptions being made for establishments carrying out ritual slaughter?

Answer: The Commission is aware of the Spanish decree on video surveillance in slaughterhouses. In the framework of the Farm to Fork Strategy, the Commission decided to revise the animal welfare legislation, including on the slaughter of animals. Video surveillance in slaughterhouses may contribute to better enforcement. It will be examined in the context of the revision of the legislation on the protection of animals at the time of killing..
The Commission is evaluating the impact of requiring video surveillance in slaughterhouses. It is premature at this stage to know if the Commission will propose such measure and its modalities.
