Question: Mr. Jean-Marc Zulesi draws the attention of the Minister of Agriculture and Food Sovereignty to the application of the law of November 30, 2021 to combat animal abuse  and strengthen the bond between animals and humans. Article 14 provides for a positive list specifying the animal species that may be kept by private individuals and as part of non-commercial farms. This list would help to improve animal welfare, safeguard biodiversity, facilitate the fight against wildlife trafficking and protect public health. However, the decree implementing this list has not yet been published. He would therefore like to ask the government about the timetable for implementing this article.

Answer: Article 14 of Law no. 2021-1539 of November 30, 2021 TO combat animal abuse and strengthen the bond between animals and humans provides for the Ministry in charge of environmental matters to specify by decree the list of animals of non-domestic species that may be kept as pets or on non-commercial farms. This list is currently being drawn up in close collaboration with the various actors involved, notably through the National Consultative Commission for Captive Wildlife (CNCFSC). As a member of the CNCFSC, the French Ministry of Agriculture is involved in the discussions.
