Pillar 2 concerns the promotion of respect for animal welfare, and has several objectives: to combat abuse (proposal 17: to trial a regional pet-ownership permit that would be withdrawn in cases of abuse); to work to prevent abandonment; to support local authorities in their provision of a reasonable, sustainable and efficient management service for abandoned animals or animals straying on the public highway.
