Preview: As the French Ministry of Agriculture and Food prepares to draw up the National Strategic Plan that will set out the implementation of the next Common Agricultural Policy in France, the Commission Nationale du Débat Public has yesterday published the final report of the "imPACtons" public debate, which gave the public the chance to express their expectations in relation to the CAP over the ten months from February to November 2020. The report is unequivocal: in the view of the greater part of the respondents, the CAP needs to readjust the balance of power in the value chain to help farmers, whose essential role in ensuring quality food production is recognised, while also prioritising environmental issues. From the fair remuneration of farmers in France and elsewhere, to safeguarding the environment and animal welfare through healthy, accessible and local food, the proposals that emerge from this public discussion are very close to those that feature in the CAP reform project supported by the Pour une autre PAC platform. The conclusions of the debate thus include many proposals for a fairer distribution of aid than is achieved by the per hectare single payment scheme, supporting small, more resilient farms by focusing on employment. A large majority of participants also appear to want the new tool of ecosystem services to be used to pay for the environmental and animal welfare services provided to society by farmers.
