Launched on the second day of the 2020 Salon de l'Agriculture, this Commission Nationale du Débat Public(CNDP) debate, which has been named "imPACtons!" on French agricultural policy forms part of the negotiations for the new Common Agricultural Policy (CAP) 2021-2027. For the first time, the European Commission has asked each Member State to draw up a National Strategic Plan (NSP) to assess its agricultural policies and to set out its priorities and how it intends to allocate CAP aid in the coming years. These plans will be subject to negotiation with the European Commission before being approved. They will subsequently serve as a basis on which to assess CAP outcomes.
Open until 31 May 2020, this national public debate is led by the CNDP, an independent administrative authority which describes the forthcoming debate as "transparent" and founded on "the CNDP's principles of independence and neutrality", and is open to all. The CNDP guarantees that "all opinions will be taken into account, without bias or prioritisation". Once the debate has closed the Commission will submit a report incorporating all the contributions to the Minister for Agriculture .
The five questions asked by the CNDP are as follows: "What agricultural models best suit French society?"; "What should our eco-farming transition look like? "; "What am I eating?" referring to the French Animal Welfare Strategy 2016-2020 and the FRCAW; "How can humans and wildlife live together in the countryside? " and "Who decides our agricultural policy?"
